These are fibres, also known as cotton linters. They're put into a blender and fine-ground and can then adhere to old paper; the old paper then returns to its original size. The restorer calls this refibering. In this way you can substitute missing pieces with pure cellulose or cellulose fibres. The whole process takes place in demineralised water.
After the paper is carefully taken out of the tray, it is coated with a cellulose glue to make it firm. Finally, it is pressed between felt and fibreboard to retain its structure, and to remove the moisture.
