As far as I understand, these people were those who had settled wetlands in Bismarck's Germany. "Wetland settlers" would sound more modern to my ear, but given the context, I would go for something more contemporary, e.g. "swamp settlers" or "marsh settlers" (depending on the nature of the pelkė in question).
