Nothing precedes it It is the first sentence in the first row of the "Anmerkungen" column of a table. The previous columns contain the name of the waste disposal company and the types of waste handled, which are -- as stated above -- asbestos and non-recyclable waste as well as construction and demolition waste.

Obligation to deliver

An Andienungspflicht is an obligation to deliver, provide, supply, etc. It means a legal obligation exists, for example to present your waste for disposal to the local waste disposal utility, for waste to be disposed of to a controlled landfill, or for certain substances, etc.

If you look at the actual law concerned, it says that the waste has to be treated by a suitably qualified company - you don't necessarily have to deliver it to them.

German is my part to make clear it's not an XY act as you might have noticed (it's the bold passage following the words "auf Englisch" ;-)).
Question is: What do you actually want: the TITLE of the act (this is what would prefer) or a well-meant describing translation?

Prima, danke. Das hatte ich inzwischen auch entdeckt, und darum die Frage aus der Diskussion wieder entfernt ;-)
Ich hatte "Waste Avoidance and Management Act" dafür, vgl. German technical dictionary (http://tinyurl.com/German-technical-dictionary ), http://www.google.com/search?hl=en&rlz=1B3GGGL_deDE257DE257&q=Abfallgesetz+"Waste+*+act" etc.
Even given the fact that "Waste Avoidance and Management Act" outnumbers it approx. 10:1 even in conjunction with Abfallgesetz (without "German", with German it is 519:0)? And without Abfallgesetz, I get 1 Ghit for "German Act for Promoting Closed Substance Cycle Waste Management and Ensuring Environmentally Compatible Waste Disposal" and 335 without "German" vs. 166,000, many of which refer to Germany and/or German waste legislation.
...for "Waste Avoidance and Management Act".
