Hi Lirka! As it's a title, not posed as a question, I wouldn't use "what" unless you add "will". "What will turbo-charge cellular waste disposal", or "How (we) will revolutionize(?) cellular waste disposal". In any case I would recommend using a verb, or your suggestion "Making cellular waste disposal run full throttle."
