It's the "d'investissement" part that has me stumped! HT normally refers to VAT, but here are they talking about another type of tax?

Obviously you could plzay with the word order but 'investment' is used far more loosely in France. When I was a foster mother I was told that household breakages and garden climbing frames were part of me 'investment in my work' :-) It mainly just means outlay or putting money into
