Perhaps the instructions here mean that you should check to see if there is any possible short circuit involving the power line.

Note that it is usually spelled in two words like "hot short".
I should have written "short circuit involving the power line" instead of "errant current from the power source", because an errant current can be induced by other causes.

That would be the usual meaning of the expression, though do have a care! This action would be rather hazardous, and so you really need to check carefully that this is indeed the meaning intended by this author.
In particular, it is difficult to see how 'hotshorting' would perform any useful diagnostic check in either of the cases cited --- though the very slender context does not make it particularly clear.

The fact that it is in brackets is simply an indication that this is an aside, intended to explain to the reader exactly HOW they can check these elements.
