Prema opisu i slikama na sledećem sajtu može se zaključiti da je to deo na virbli ventila/slavine, na kome se nalazi gumica gumica. Ako on nije fiksiran može doći do vibracija pri protoku vode. Ne znam tačno kako se taj deo zove i da li neki poseban naziv za to i postoji; možda će neko pronaći.

Inače, samo u elektrotehnici je jumper = umetak za spajanje, premošćivač, spojka i sl, ali mislim da se ovde ne radi o tome.
