Странный какой-то баланс. Обычно пишут "Net (foreign currency) traslation gains/losses" - Чистый доход/убыток от пересчета сумм, выраженных в иностранной валюте. Может быть, это и имеется в виду?

You are right

When doing the balance sheet for companies with foreign currency assets/liabilities, only an estimate is made to determine the value of foreign currency holding at that time. AS a rule the word 'translation' is used, because there is no 'conversion' of any foreign currency items that is carried out at this time. It is just a way for accountants to show what the 'gains' or 'losses' would be if the company had to be liquidated immediately at the prevailing foreign exchange rate.
