Thanks PC!

I looked in the dictionary; and the meanings for Compliance were: sammati, svIkR^iti, AGYApAlana, anusAra, and anuvR^itti

Any ideas why karya-n-vayan isnt there? I was a little confused by that...

कार्यान्वयन के लिए कौन उत्तरदायी है?

लागू करने के लिए कौन जिम्मेदार है?

Reference:Your addendum above

You have made a mention about the dictionary meanings of \"compliance\". In this connection, I\'d like to inform you that the shades of meanings of this term also encompass:

Viniit-tA
PraNti
KAryapAlan
AnupAlan
PAlan
Anuvritti
Anuvartan
AnugAmitA
AgyApAlan
Sammati
KAryanvayan

So, everything will depend on context. For example, if the rules have been framed and someone has been entrusted with the responsibity to see whether the same are being duly \"complied with\", then it\'d be appropriate to translate it as:

(Niyamo(n) kay) pAlan kay liye kaun uttardAyii hai?
OR
Niyamo(n) kA) pAlan karvAna kiskA uttardayitva hai?
OR
Niyamo(n) kA) pAlan karvAne kii zimmedArii kiskii hai?

Although there is no mention about rules, I have used the same just for explaning the meaning.

I think that in view of your observation, KAryanvayan is not a much befitting word in this context as it is inclined more towards \"implementation\" whereas we are talking about \"compliance\".

So \"pAlan\" पालन seems to be right word in this context.

Hope this helps.
