In North America they use the term Train Dispatcher

Train Dispatchers are the air traffic controllers of the railroads. They control the movement of trains over large track territories. The problem is that trains must share a limited number of tracks. In some cases a single track must be shared by trains going in opposite directions. It is the job of the dispatcher to control the movement of trains over this limited resource, which can create one bottleneck after another.

Rail traffic controller

In the UK (Canada): Rail traffic Controller, in the USA : (Train) Dispatcher.
I 've worked as an RTC for over 10 years....

disagree jarry (X) : A "leider" normally leads or manages, rather than 'controls'. In addition, there is no mention in the Dutch of "verkeer" (traffic) but of "diensten", which in my opinion has a very different meaning.
