I feel there's some connotation in the last sentence that I'm not grasping, since a literal translation doesn't seem to mean much or follow on from what's been said. Text is about delivering business benefits from IT projects (more than half the respondents in a survey reported that they weren't satisfied they're getting value from IT investments).

: A matter of perspective, really: are the doors opened to let ideas in or to show off achievements? ;-) // BTW I still think providing insight/transparency is a better way to counteract an atmosphere of distrust ;-))

Giving the decision makers (more) insight into what's going on at the IT-department, and how they in fact *do* create value, will (hopefully) make them less inclined to outsource the department.

given that Ken is indeed as likely to be right as Harry, this might be a way to slightly circumvent that problem...

De deuren opengooien - betekent dat de IT-afdeling tot op vandaag al te vaak
een 'gesloten' domein is geweest dat weinig contact had / zocht met de
bedrijfsleiding. En dat ze nu steeds vaker bereid zijn om dat contact actief
te gaan opzoeken, zelf voorstellen te doen hoe IT de bedrijfsvoering kan
verbeteren, etc.
Sort of a cross between Ken and Harry's suggestions...
