General Port Operative Supervisor Traineeship
1. Introduction
The Ports Working Group of the Maritime NW Alliance for Skills and Productivity
requires development of a training programme for supervisors of port cargo handling
operations. Fisher Associates were requested to develop a framework for this.
While the programme is primarily intended for introduction in the Northwest, it may

I don't know of an idiomatic translation.
Maybe 'First Officer' comes near to one, given tasks & responsibilities. Captain or Skipper seems to be one rank higher.

Comment: "The term 'first officer" refers to a position on a ship, while 'ceelbaas' is a position on land"

chief-foreman
De foreman leidt een ploeg. De ceelbaas leidt het schip en coordineert alle ploegen op zijn schip. In het buitenland noemen ze dit chief foreman.
