I would think that the tender/ bid document is stating that the services can be out out for tender / bid as a group or separately.

Since it is the opdrachtnemer who does the "uitvragen", I think we are probably talking about "inviting offers", rather than "tenders" or "bids".
I suppose this is Flemish?
