Let's avoid the ad hominem approach, shall we? There's no way that this answer could be construed as literal / substitution. It evidently has a political emphasis. But the phrase in English is "general pardon".
neutral Andre de Vries : I have my doubts about "general" - I think it goes too far. Maybe pardon agreement or scheme.

It's a tricky one I agree. It appears to be an arrangement for a general pardon, which I guess might work as well! :-)

pardon accord

Het al dan niet honoreren van een bepaalde categorie asielaanvragen was een politieke beslissing nadat tussen het CDA en de PVDA een akkoord was gesloten, dat min of meer een voorwaarde was voor de coalitie.
Het betreft GEEN algemeen pardon maar geldt slechts voor asielzoekers die vóór een bepaalde datum reeds aanwezig waren.

"General pardon" conveys too broad a connotation.
"Pardonregeling" is very much restrictive!

there is an eligible category and an ineligible one.
Thus, restrictive, and definitely not "general"!

I do not quite understand your argument. Re QED: this is a hot issue here. Where is your explanation? //Answer 2: I see your literal point here. But I feel that translation is more than substituting words. This issue has a political emphasis.
