Comment: "I offered the client a few suggestions and they went for "designation order", quoting Van den End at me. I really must update my copy! I'm not convinced this is the clearest option, but can't argue with the client. Thanks, everyone."

directive
I'd simply use directive, an order in the sense of "richtinggewend"

application regulation; operative provisions
De "aanwijzingsbesluit" mostly contains the practical details of the application of a specific piece of legislation. I think you can use any general expression "application regulation"; "operative provisions". I would add the Dutch name of the law (Aanwijzingsbesluit verplicht verzekerden ziekenfondswe).

I know a "besluit" isn't really a provision!
