In Google, "datalaag" (singular) does produce results in Dutch :-), some of which refer to GIS. A search for "GIS data layers" confirmed the term, in the context of GIS, at least.

: certainly seems to be correct based on the first reference; the only question is whether the author of the document knows this... (can you have multiple persistence layers?)
