"Je betaalt het bedrag terug d.m.v. het inleveren van snipperdagen. Dit is alleen mogelijk met rechten die je per 31 december 2013 op je snipperkaart hebt staan die boven de 72 uur uitkomen (voor parttimers in verhouding)."

"snipperdagen" = days off in Van Dale.

I know what it is used for in companies - it keeps track of the free time (hours / days) available to him/her.

Is there a specific term in English for this?

Electronic card? Might it be that employees have a (n electronic (swipe)) card that registers overtime etc. and consequently time off in lieu?

Bedrag? It is an amount that the employee repays (owes) to the company, for buying a tex-deductible bicycle (Dutch law). He waives free days to which an entilement exists, to repay up to 749 EUR.

timesheet

This is one approach. A timesheet is a log of how much time an employee has worked (rather than taken off) but you could phrase it to make clear that the amount of time taken off is what is relevant. A traditional timesheet or timecard is a physical piece of paper, but businesses now use online "timesheets" or logs to track employee attendance.

neutral Hans Geluk : This makes it unnecessarily complicated. A timesheet is what you worked, but there are several categories of unworked time, one of which is 'snipperdagen'.

time off entitlement sheet/record

'Snipperdagen' are days off that can be taken as single days or even hours ('snipperuren'), as opposed to 'vakantiedagen' that are taken as longer periods.
You may follow the term used by SAP for the calculation of time off entitlement.
