I can't justify it with examples, but my gut feeling says it is related to this.

Yes, which seems to be the same thing. Although an 'ARBO-deskundige' is usually translated as a Health and Safety Officer

Yes, I saw this (and a few more) and I think the keword is 'welzijnsrisico' that in the UK at least means health and safety (and not necessarily wellbeing:-)) Maybe I should have put educated guess!

Although often studied separately at graduate level (as in my case), the two fields are very closely related and the roles will be combined in the same department/person in a corporate environment. HR usually includes health and safety issues.
