I know that RSZ = Rijksdienst voor Sociale Zekerheid, but what might this be? "Social security wages" gets an amazing number of Googles, but not clear what on earth that is.

De volgende twee stakingsgolven (1976-78 en 1981-83) vonden in veel slechtere omstandigheden plaats. Het waren perioden van stijgende of zeer hoge werkloosheid en van dalende RSZ-lonen.

I double-checked this with the author (one of many questions for him!) and he defines it as "effectief uitbetaalde lonen door de werkgever - niet de baremieke lonen", which doesn't correspond with anyone's answer, I'm afraid. I'm loath to close without grading so if anyone can suggest an alternative.... Think it must mean that employers have to report to the RSZ on net wages paid and the RSZ presumably keeps statistics.

Benefit payments. Payments that the social security make to the unemployed or incapacitated etc.

DHSS-benefits

Literal translation: RSZ-lonen= Government Department of Social Security.

The word government is not always used because it is general knowledge that a service giving social security is always governmental.

Department of Housing and Social Security= DHSS
