This is a report about government reform (e-government etc.), which looks at practical examples in other countries and explores how they might be implemented in the Netherlands. This particular example refers to the Belgian "Kruispuntbank" initiative, whereby the databases of all the social security institutions are linked up. One specific application examined is on-line registration of new employees by employers. Can't work out what this phrase actually means so would welcome any insight.

In dit kleine voorbeeld zien we een paar belangrijke aspecten terugkomen. Belgen richten zich op dienstverlening, verbetering bedrijfsvoering en fraudebestrijding (ook in die volgorde). Zij zijn buitengewoon praktisch: ze proberen concrete uitvoeringsprocessen te verbeteren, zonder grootschalige structuurwijzigingen. Daartoe veranderen ze tegelijkertijd wettelijke regimes, verbeteren ze de organisatie en leggen ze ICT-infrastructuren aan.

I agree, but in this particular situation they don't have much clout compared to the policies of the government of the day.
