The details of my interpretation depend on the exact situation, but this might be the case: I understand a 'blokveld' to be a certain zone that can be isolated from the rest of the system, so when there's a leak there the rest of the installation, including the supply of nitro, can remain in operation; however, when there's a leak outside this area in the supply line, the supply has to be cut off and the supply line isolated i.e. closed off at both ends (inblokken)
