It depends - as so many things - on which country, but generally speaking in the UK and perhaps Australia, a student specialises in their honours year (or years if it's a 4-year course), e.g.
"The Honours program provides a final undergraduate year that is a very different experience to earlier years. There are fewer formal classes and more individual work. The honours year provides an opportunity to specialise in an area of particular interest. "

: Agree with asker. Honours degree is not specified in Dutch phrase. Ordinary/general degree courses may also involve an internship and final project or thesis. Programme is commonly used abbreviation for 'degree programme', see note under my answer.

Fair enough - but as I said this applies to the UK/AUS/ZA, where an ordinary degree does not lead to any specialisation (mainly because it's a year shorter than the honours programmes).
