Context: "Er worden momenteel reeds 500 meetpunten opgevolgd. Om een gedegen analyse te kunnen doorvoeren, moeten er naast deze meetpunten ook energiefactoren worden gedefinieerd voor onder andere NORMVERBRUIK berekeningen en grensfactoren (zoals maximum vermogen)."

reference consumption
This would be a valid alternative in this (vague) context IMO. The question is whether this consumption is standard/nominal for a certain appliance / measuring point or if it is some reference for this installation and circumstances. The fact that it requires calculation instructions suggests the latter.
