I don't understand why the 摄 is there.

"take away someone's soul and make them stupefied like a half dead or completely dead". Some, even some dictionaries, also interprete "摄" as a substitute for“慑" i.e., "to terrify", "to shock" and the like, but I would go with the former interpretation.

here, "摄" can be understood as "take", "take away", so "摄人心魄" just means "take one's soul away" literally. Can be rendered as "breathtaking", "petrifying" etc.. In many ancient Chinese fairytales, some devils would come out and "摄人魂魄", i.e.

caught all of sudden with tremendous shock

The phase 摄人心魄 itself is an idom, usually dilvering some kind quite speical sensation at something suddenly caught in the eyes.

摄 in 摄人心魄 means converged or caught all of sudden with tremendous shock. Sometimes in the Chinese classical novel, we might read: 此女有一种摄人心魄的美, refering a kind of amazing beauty of a lady, that can immediately catch the eyeballs of the watcher.
