Not much context I'm afraid.

This turn of phrase appears several times on the last page of a reply to a motion to dismiss a complaint in Puerto Rico. It's in the list of attorney's and comes after the name and before the email address of several attorneys.

In one instance a similar, longer phrase is used: "Solicitud de admisión por cortesía pendiente de presentación".

Pending admission by courtesy

This is the term used by the Puerto Rican government themselves when admitting people barred elsewhere in the US to work on specific cases in the commonwealth.

There doesn't seem to be a lot of consensus whether "courtesy admission" or "admission by courtesy" is the ideal phrase - both are used (see also: http://www.ramajudicial.pr/sistema/supremo/PEJC/Reglamento-d...
