I imagine this is referring to "comparison" but I am not sure how to word this. "*Compare* in French law regarding ... " - maybe omit the "in" to sound less clunky?

My guess is this is short for competence in the sense of legal qualification.

neutral Nikki Scott-Despaigne : I think this is what "Comp." means here. However, it is in a title with a formal citation which conventionally, means it should not be translated. But yes, for the correct reading of the abbreviated term.
