Russian to English Bus/Financial Transport / Transportation / Shipping rail freight
Одновременно РАПУ просит перевести перевозки аммиака и серной кислоты из третьего тарифного класса (применяется в отношении высокодоходных грузов) во второй (с базовыми тарифами, к этому же классу относятся минеральные удобрения), с сохранением всех коэффициентов на груженый и порожние рейсы.


My draft version:

What's more, RFPA has proposed to reclassify ammonia and sulfuric acid shipments by moving them from the third tariff class (covers high profit margin freight) to the second tariff class (covers mineral fertilizer and other kinds of goods for transportation of which basic-level rates are charged). Under this proposal, all coefficients currently applied to loaded and empty ___ should remain in force.

Angela In the context, it's the CLIENT paying for the empty run as well rather than the freight company offering empty legs to those who may become interested.

Thank you for your support, Eduard! But re: 'flight', I think that transporting ammonia and sulphuric acid (in commercial quantities) by air is rather costly. :-)
