This term is already in the glossary as 'framework curriculum'. It looks like a literal translation and seems unsatisfactory to me. It should be something like 'Policy Statement' or 'Curriculum Objectives'.

: Agreed. Certainly reads better than "framework curriculum." It may also be possible to drop the "framework" entirely, or replace it with "core curriculum."

Yes, 'core curriculum' is the name I recall from teaching modern languages in the 1990s (see third answer). I do feel, however, that 'curriculum' is not sufficient on its own as a translation for Rahmenlehrplan.

Framework curriculum
This was the term used by all my colleagues and by the Qualifications and Curriculum Authority for the curriculum devised by that Authority for each subject area in primary and secondary education in England and Wales, when I taught Modern Languages in English secondary schools in the 1990's. The framework was imposed on us by the Authority, hence Framework Curriculum - it is a curriculum imposed by an authority on educational establishments and teachers.
A curriculum framework can be devised by any school or teacher for its/his/her own curriculum/lessons. More context is required to justify translation as curriculum framework.

Lehrplan für den berufsbezogenen Unterricht an der Berufsschule im Rahmen einer Berufsausbildung im dualen System. Rahmenlehrpläne werden von der Kultusministerkonferenz beschlossen, nachdem sie mit den Ausbildungsordnungen für die betriebliche Ausbildung abgestimmt wurden, und werden von den Ländern in Landeslehrpläne umgesetzt.

Your comment/link was most useful since it showed usage in English! But, given the system, I'll have to select Lancashireman.
Rahmenlehrplan and Ausbildungsordnung both govern your Berufsausbildung, the former regarding the classes you need to take, the latter in terms of working at the company. And as said at the link I posted together with my agreement to Lancashireman:
"Local communities will use the frameworks to develop more specific curriculum."
Lehrplan = curriculum / Rahmenlehrplan = curriculum framework
edit: although, after reading some German references, perhaps "syllabus" and "course syllabus" do not accurately represent the scope of a Rahmenlehrplan (too specific). It seems like Rahmenlehrplan matches better with curriculum.
