It seems fairly obvious to me that "arrastre" comes directly from "drag", a term frquently found in relation to wind.
" The lighthouse itself is 14m tall, it consists of a white cylindrical tower with red landtern roof. It was fitted with guy wires to withstand the wind drag on this southern headland."

: But the text seems to be discussing erosion and not construction design forces, as per your examples. More aerodynamics than soil erosion.
